城乡差异、就医惯性与老年人卫生服务利用

现有对城乡老年人卫生服务利用不公平的研究多忽略了长期的城乡差异所导致的隐性的农村老年人就医惯性的存在。本研究在控制了收入、医疗保障和就医可及性等因素的条件下，发现就医惯性的存在；并运用集中指数分解法发现，卫生服务的利用存在不公平，偏向于富人，而就医惯性在两种卫生服务利用中的贡献度分别为12%和5%。这种城乡固定差异造成了农村老年人在身体健康、心理健康和自我照料能力上都显著地低于城市老年人。     

Fostering Global Citizenship Dispositions: The Long-term Impact of Participating in a High School Global Service Club

To assist teachers in fostering students' global citizenship dispositions through service experiences, this article reports findings from a case study that investigated one high school's global service club and its impact on former club members' global awareness and global citizenship dispositions. Data were collected from Web-based documents and interviews with the faculty advisor and four former members. Data were analyzed by using the constant comparison method to elicit the following findings: (1) fundraising and awareness campaigns, when connected to a larger global service network, can act as viable local actions to combat global poverty; (2) club involvement can produce adults who feel more globally aware, but who do not necessary display critical understandings of global issues; and (3) club involvement can have a positive impact on global citizenship dispositions as participants reported feelings of empowerment and personal/social responsibility, yet no former club members continued participation in global service initiates as adults. Findings suggest the need for structural support when establishing high school global service clubs and, to optimize critical justice aims, local service actions should be tied to a more formal global citizenship curriculum.     

Historic Preservation and Elementary Student Extracurricular Community Service

Elementary students survey buildings in an extracurricular community service project to learn social studies and historic preservation. From these experiences students formed values and dispositions by engaging in a constructivist process of creating knowledge by examining their community. They gathered data, transformed it into information, and shared it with the larger community. Because students learned what community means in reality, not just reading about it, they had a different understanding of how they related to the place they called home. Examining these types of questions helped elementary students have significant experiences that helped them to connect community members with the importance of place. The built environment is the context for historic structures. Student engagement with the social studies curriculum allowed them to create investigations with architecture to broaden their understanding of their world.     

An M/G/1 clearing queueing system with setup time and multiple vacations for an unreliable server

This paper studies an M/G/1 clearing queueing system with setup time and multiple vacations, in which all present customers in the system are served simultaneously and breakdowns may occur in busy or setup period. We investigate the stationary distribution of system size and the Laplace–Stieltjes transform of sojourn time. In addition, various performance measures are discussed, such as the mean system size at arbitrary time and the mean length of a vacation circle. Moreover, a cost analysis is carried out for this queueing system. Numerical results are presented to study the sensitivity of the system parameters on the expected cost function and system performances.     

动态视角下中国城市群土地利用TFP测度及影响因素研究

提高城市群土地利用TFP对合理高效利用土地资源,协调好城市群经济发展、资源配置和环境保护具有重大理论和实践意义.文章运用DEA-Malmquist指数对2003—2016年动态视角下中国城市群土地利用TFP进行测度和时空演变分析,并利用Tobit回归模型对影响城市群土地利用TFP变化的因素进行深入研究.结果表明:从时间维度看,城市群土地利用TFP年均上升0.7％,城市群土地利用TFP增长由技术效率和技术进步"双核驱动",技术效率的提升主要与纯技术效率提升有关,规模效率是技术效率和土地利用TFP提升的瓶颈约束;从空间维度看,晋中、哈长、海峡西岸、中原、长江中游、北部湾、成渝、黔中、关中平原和兰西城市群土地利用TFP呈下降趋势,其余城市群土地利用TFP均呈上升趋势,且京津冀、呼包鄂榆、辽中南、长江三角洲、山东半岛和天山北坡城市群土地利用TFP增长为技术进步和技术效率"双核驱动";从影响因素看,人均GDP和年末金融机构人民币各项贷款余额对中国城市群土地利用TFP具有正向促进作用,城市财政支出占本市GDP的比重和人口密度具有负向阻碍作用.     

That's My Art: A Case Study on Children's Views of Cultural Policy

How do children experience a participatory TV cultural policy project and, related to that, which views do they share on cultural policy matters? These questions guided a case study on a TV show aired on the Flemish children's public service channel, which staged children as cultural experts. Although the programme was presented as a participatory project, we found that the children's views were minimally involved in the production process. The children also expressed concerns about how (their) art and cultural practices were represented. Yet, from a cultural policy perspective, the children accepted adults’ authority in art and cultural matters.     

1981—2014年中国资本服务流量测算——基于截断正态退役分布和几何役龄效率剖面

通过梳理资本核算理论框架,结合中国实际情况测量了1981-2014年资本服务流量。资本分类、组合役龄效率-退役剖面计算、资本回报率确定和初始单位效率生产性资本存量估计等方面与既有研究有所不同。测量结果表明:按照1990年不变价格,各类资本服务流量呈增加趋势,其中无形资产服务流量前期较为波动;设备类服务流量增速最高;总资本服务增长率前期呈V型后期呈倒U型,与GDP增速变动不一致,整体来看前者高于后者;比较发现测量结果高于其它研究,差距先收敛后扩大。     

对耕地利用率影响因素及影响效应的统计分析

耕地承包农户的户主年龄、家庭非农收入、土地转让行为选择、农户择业意愿、耕地条件与环境等因素与耕地利用率之间存在显著相关。对此，政府首先必须加强对农民的重农教育，增强农民珍爱耕地的自觉性；其次，应创新耕地管理制度，引导土地合理流转；其三，推进农村土地流转规范，提升耕地资产价值效能；其四，加大支农惠农政策力度，提高农业比较收益；其五，扩大对农村投入，改善农村农业基础设施建设。     

进一步完善来沪人员服务和管理,推进城乡统筹发展——上海解决“新二元结构”的途径、前景及举措

国家＂十二五＂规划明确提出,特大型城市要合理控制人口规模,同时要坚持因地制宜、分步推进,把有稳定劳动关系并在城镇居住一定年限的农民工及其家属逐步转为城镇居民;对暂时不具备在城镇落户的农民工,要改善公共服务,加强权益保护。上海作为外来人口规模庞大的特大型城市,必须高度重视解决＂新二元结构＂,既要积极改善来沪人员的公共服务,促进符合条件的来沪人员不断融入上海,又要合理控制人口规模,防止＂城市病＂。     

承接国际服务外包、技术溢出与本土企业创新能力提升

近几年服务外包产业发展迅速,并产生广泛的经济效应。本文基于江苏省三个服务外包基地城市为样本的微观企业调查数据,实证研究了软件行业承接国际服务外包获得的技术溢出对创新能力提升的作用。研究结果表明,承接国际软件外包获得了技术溢出,企业创新能力得到提升。在技术外溢的多种可能途径中,人力资本作用最为突出,发包方技术转移较为显著,政府服务通过影响企业人力资本水平等途径间接影响服务外包的技术外溢,提升了本土企业创新能力。
